Go to www.ups.com Click on getting Started@ups.com. Then click on Register for my ups.
 

Once you have registered call ups customer service 1 866 651-7638 tell them you have just registered and you would like to open account, you will need a credit card to do this, let them know that you will be using the online tools for you website and that you will need a Developers Key, you should get an email confirmation with the developers key.
 

Go back to www.ups.com , login and click on Business Solutions, Under Business Solutions look for Business Technology Solutions, and then click on UPS online tools. Next step Click on Get Online Tools, at this page it will ask you to login again, do this with the Username and Password you used to open your UPS account.
 

Once you are logged Click on Get Access Key, Choose Get XML access Key, Put in your Developers key and click on submit, When you receive your access key use that number for your license number on your Shipping mode page of your site builder, If it asks for a username and password put the same one’s you used to open your UPS account,
